Detailed Description

Lowering from the current MVP HIR into the reusable explicit IR model.

This header preserves the existing IR lowering strategy for the reference frontend, but isolates it from the reusable Compiler_IR_Model.H node definitions so other languages can target IR without depending on the MVP lowering pipeline.
