True exactly for the character types std::char_traits is specialized for by the standard (char, wchar_t, char8_t, char16_t, char32_t), i.e.

the types std::basic_string<T> is meaningfully a "string" of. Used to gate Rope::to_string(): a typename std::char_traits<T> (or std::basic_string<T>) type-existence check is NOT sufficient here, since both templates' primary forms are valid type names for essentially any trivial T, not just actual character types.
